It’s not even thinly veiled- the instructions for the event will outline the number of points you get per usage of whatever boost. The game is very generous with awarding you items that help your progress, but these rotating events are literally just scored by who uses the most of certain “boosting” items. But the pay-to-win ramps up quickly if you want to get involved with alliance events and competing against other players in scheduled rotating events.
You can get by for a while on just $5 for the extra base-building construction slot (which I have no problem dropping on a game to try out).
